What graduates from temporarily occupied territories and active combat zones need to know about special admission conditions for higher education institutions

In 2026, all applicants registered or declared in temporarily occupied territories (TOT) or in active combat zones are eligible to enter under quota-2. This means they participate in a separate competition for state-funded places and do not compete for them together with other applicants. 🔹Who applies based on the NMT results? If you left by October 1, 2025, you apply based on the NMT results and participate in the competition for state-funded places under quota-2. 🔹Who can choose NMT or an interview? If you are still in TOT or in an active combat zone or left after October 1, 2025, you can apply based on NMT results or take subject interviews at your chosen higher education institution. Important: Before submitting your first application, you need to contact the admissions office of any HEI to register your right for special admission conditions in the EDEBO system. You can register an applicant's electronic cabinet on the EDEBO portal. Submitting applications for bachelor's and medical master's programs will run from July 19 until 6:00 PM on August 1. Through the online portal, you can: 🔹 register for interviews and creative contests; 🔹 submit applications; 🔹 track their status; 🔹 confirm your choice of study place. Admission support is provided by educational centers, which operate from June 1 to September 30. They guide you through all stages, and some processes can be completed remotely, even before leaving. Free accommodation is provided during admission. Scholarships, state support, and assistance with adaptation are also available. If you are just planning to leave, under the President of Ukraine’s Bring Kids Back UA initiative, they help you leave for free, confidentially, and with full support — even without documents. If you’re not ready to enroll right away, preparatory programs are available, including a 'zero course.'
